What it does

Hikvision makes surveillance cameras, recorders, access control and management software. Its DeepinView cameras run deep-learning detectors on the device. The datasheet for one current model, the iDS-2CD7587G2-XZHS(Y) dome, lists hard hat detection that raises an alarm when a person in a set region has no hard hat, a PPE mode that checks hard hats and reflective clothing, and perimeter rules for line crossing, intrusion and region entrance [1]. These cover PPE compliance and people entering vehicle or machine zones. Hikvision's 2025 annual report also describes AI products that warn of high-risk behavior in industrial safety settings [2].

These are alerting cameras. The datasheet claims no functional safety rating under IEC 61496 or ISO 13849, so they are not protective devices that can stop a machine [1].

Who it is for

Hikvision sells to integrators and end users worldwide. Whether a buyer can use it depends on country and purpose. This is not legal advice; check with counsel or procurement.

  • US federal agencies, contractors and grant recipients. Under NDAA FY2019 section 889, as set out in FAR 52.204-25, agencies may not buy covered equipment or, since August 2020, contract with companies that use it. For Hikvision, coverage is limited to public safety, government facility security, critical infrastructure surveillance and other national security purposes [3]. 2 CFR 200.216 applies the same bar to federal grant and loan funds [4].
  • Other US buyers. The FCC Covered List (2 October 2026 version) includes Hikvision video surveillance and telecommunications equipment used for those same purposes [5]. Under the FCC order published in February 2023, Hikvision equipment can only be authorized after the FCC approves a plan to keep it away from those uses [6]. In June 2026 the FCC also barred continued import and marketing of previously authorized covered equipment for those uses. It suspended the critical infrastructure part until the FCC adopts a definition, and said continued use of equipment already bought is not affected [7]. A rule effective 13 October 2026 adopts that definition and bars authorization of new devices containing logic-bearing components made by Covered List entities [8]. We found no rule ordering private businesses to remove installed cameras; private sites should check the new critical infrastructure definition.
  • United Kingdom. In November 2022 the government told departments to stop deploying surveillance equipment from companies subject to China's National Intelligence Law on sensitive sites, and not to connect such equipment to core networks [9].
  • Canada. In June 2025 the government ordered Hikvision Canada Inc. to wind up and cease all operations in Canada [10].
  • European Union. We found no EU-wide ban on the brand. GDPR and the Cyber Resilience Act apply as to other camera makers. Other countries may have no brand rules.

How it is deployed

Analytics run on the camera. The datasheet lists ONVIF Profiles S, G, T and M, Hikvision's ISAPI and SDK interfaces, and the iVMS-4200, Hik-Connect and HikCentral clients [1]. It also lists eight polygon privacy masks, a dynamic mosaic mask, HTTPS, 802.1X and a security audit log [1].

Notable public customers and coverage

Hikvision was established in Hangzhou in 2001 and is listed on the Shenzhen Stock Exchange (002415) [2]. Its annual report names China Electronics Technology Group Corporation (CETC) as actual controller; CETHIK Group, a state-owned company and the controlling shareholder, held 37.28% at the end of 2025 [2]. Hikvision reported 2025 revenue of RMB 92.51 billion, level with 2024 [11].

The US Commerce Department added Hikvision to the Entity List in October 2019, citing the listed entities' links to human rights abuses against Uighurs and other Muslim minorities in Xinjiang. The listing requires export licenses for US-regulated items sent to Hikvision [12]. In Hikvision USA's view, the FCC lacks authority to restrict previously approved equipment; it filed a court challenge in December 2025 [13]. We could not open customer case studies because hikvision.com blocked automated access.

Things to ask in an evaluation

  • Does our site or camera purpose fall within the covered uses in US, UK or Canadian rules, and has counsel confirmed it?
  • Which models and firmware support hard hat and PPE detection, and what accuracy has been measured in conditions like ours?
  • Who will supply firmware updates and support here for the cameras' life?
  • Can events reach our VMS or EHS software over ONVIF Profile M or another open interface?
  • Which privacy masks will cover worker areas?
  • If rules change, what is our replacement plan?

Strengths

  • Hard hat, PPE and intrusion detection run on the camera, with no separate analytics server [1].
  • The datasheet lists open interfaces, including ONVIF Profile M for analytics metadata, plus privacy masking [1].
  • A listed company with audited annual reports [2].

Watch-outs

  • US federal agencies, contractors and grant recipients cannot buy it for covered purposes, and US import and marketing for those purposes is barred [3][4][7]. UK departments stopped deploying it on sensitive sites, and Canada ordered its local unit closed [9][10].
  • State-linked ownership: CETC is the actual controller [2].
  • No published accuracy method, no public pricing, and no customer case study we could open.

Best fit: Private sites outside the restricted uses, in countries without brand restrictions, that want built-in hard hat and intrusion alerts and have confirmed their position with counsel.
